Government seeks public opinion on national budget

AT-KABUL: A consultative session was on Sunday held by the government with public representatives to seek opinions and demands of Kabulis to be taken into account for the national budget.

In the attendance were deputy finance minister Mohammad Khalid Payanda, deputy Kabul governor Mahboobullah Mohebbi, government representatives and residents of Kabul province, said a statement, the Finance Ministry said that

The main objectives of the program were to strengthen local government to ensure transparency and accountability, achieve balanced development, to improve service delivery access good governance and allocate effective and balanced financial resources all over the country.

“Running such meetings has made national budget more balanced, and the participation and contribution of the people in the budget process will lead to transparency and better service delivery,” said Mr. Mahboobullah Mohebbi, Deputy Governor of Kabul in the opening remarks while appreciating the efforts of the Ministry of Finance.

“The Afghan government has taken significant measures over the past years to address the problems and provide people with the necessary means, including the arrangement of provincial budgeting policies,” said Mr. Mohammad Khalid Payanda, Deputy Minister of Finance.

“The main objective of this policy is to access a decentralized financial system via strengthening local administrations and engage them in the process of budgeting and national planning. This method will make the people to participate in the budget process and have positive impacts on selection of main local priorities, planning system and budget execution that will play a significant role in improving effective service delivery to the local level, “he added.

Following the program, technical staff of Ministry of Finance delivered a precise comprehensive presentation to the participants and on the sidelines of the meeting, divided into several working groups and participated at relevant panel.

At the end, comments and problems of the participants heard and provided with satisfactory answers.

It is worth mentioning that, the program will be experimentally implement in five provinces and later on, it the number of provinces will increase based on the result, achievements and experience we receive implementing the process.
